Outlook 2000 won't allow delete in deleted folder

I have a user that is using Outlook 2000 and has reached 2GB in his pst
file. I want to start with permanently deleting his deleted items folder
but it won't even allow me to delete a small v-card.

How can fix this without having to loose any data?

By the way this is a Windows 98 machine. Will I need to update the OS
before installing Outlook 2003?

That's what I was afraid of.

Is my other option to upgrade the computer to either 2000 or XP and install
Outlook 2003 and import the old PST file into the new Outlook install?

Repeating: There is no way to avoid losing data. You have to repair the file
before you can import it into an Outlook 2003-format PST file.

Thought I would check as I really don't want to tell the user he is going to
loose data.

If I use the Outlook backup utility and can backup the PST file, then can I
simply remove the existing PST file, let Outlook create a new PST file, then
import from the backup file?

Won't this allow me to not loose any important data?

A backup would have the same problem as the original -- it's over the 2gb
limit.--

Sorry for not being totally clear before.

I can import from the backup file not everything at once. Archive data,
then import more and archive data. Compact the pst file. Is this a longer
but cleaner way of doing it. I mean instead of using the 2GB utility from
Microsoft that would just chop the file and I would loose data.

I wouldn't expect this to work at all, because once the .pst file reaches
2gb, it can't be opened. If it's still short of that size, you could import
folder by folder into another file.
