Outlook 2000 -- Unable to configure Internet E-mail

Using Outlook 2000 SR-1 Standard upgraded from Outlook 97 Professional under
Windows 98 SE with a POP3 account under either IMO or C/W mode.

Under IMO (Internet Mail Only) mode:
"Tools -> Accounts..." doesn't respond.
"Tools -> Options -> Mail Delivery -> Accounts..." doesn't respond.
"Tools -> Send/Receive" menu missing. Corresponding button also missing.

Under C/W mode:
"Tools -> Services -> Internet E-mail -> Properties" doesn't respond.
"Tools -> Options -> Mail Services -> Check for new mail on:" is empty.

Updating Outlook 2000 to a later SR hasn't helped.
Still receiving email at my ISP.
Unable to find existing solution on newsgroup.

How can I fix this? Your help appreciated.
 
Hi,

Can you checkif Outlook freezes when you open Outlook through
Start->Run->outlook /safe

Also, search and rename 'extend.dat', 'views.dat', 'frmcache.dat',
'outcmd.dat' files to 'file name.old'.

Also, if Windows generates an error report, provide the 'Mod Name' in Error
report.

Tried "outlook /safe". Doesn't freeze.

Renamed files ... no change.

C/W mode says "There was an error reading your Internet e-mail service.
Click the Tools menu, click Services, delete the service and then create a
new one." This is the only error I get.

Start with a new mail profile in Control Panel's Mail applet.
 
I tried that and have the same problem with the new profile:

Under C/W mode:
"Tools -> Services -> Internet E-mail -> Properties" doesn't respond.

BTW -- This seems to be a problem bigger than Outlook 2000, as I tried
to configure Outlook Express and "Tools -> Accounts" is missing there
also.

Perhaps this is a Windows problem. I tried uninstalling and
reinstalling Dial-Up Networking 1.6 for Windows 98 SE, and this didn't
fix the problem.

Unless I get a solution to this problem by the weekend, I'm seriously
thinking of reinstalling my operating system and starting from scratch!
