Outlook 2000, Synhronization ?

I was told by the M.S. Trouleshooting Synhronization Problems instruction sheet to Go to Tools menu, click Services.
But there isn't any Services on the Tools menu?
 
Accounts, E-mail Accounts? It's all the same depends on which mode you are
running.
