OUTLOOK 2000 Rules Wizard

I am trying to have emails based on content automatically forwarded to another address, but am having problems. The rule is first in line. It is to grap emails with _____ in the subject, and _____ or _____ in body and automatically forward them to _________. It's not doing this. I can get it to move emails with this same criteria to another folder, but not send. Any suggestions?
 
Are you working with an Exchange mailbox? If so, the administrator probably
has disabled automatic forwarding to the Internet.

Not that I'm aware of. We're a small office (6 staff). What I've also noticed is that sometimes it will send, but not immediately. And to top it off, sometimes it will send based on certain criteria, but sometimes it won't based on that exact same criteria.
