outlook 2000 options tab not available

I can not start the calendar in Outlook 2000. I do not use the e-mail and the
message I get when I try to open Outlook says "Unable to open your default
e-mail folders. Outlook could not start because a location to send and
receive mail could not be found. To add a location, such as a personal folder
file, double click the Mail icon in Windows Control Panel."

And of course I got nowhere following those instructions. I also renamed
outcmd.dat and extend.dat with no results. I can not choose Options from the
Tools menu because it is not available. I uninstalled Office and reinstalled
with no change in the results. Can anyone give me a hint on how to get
Outlook running again?
 
When did it stop working and what did you do just prior to it not working?

Did the previous user have mail configured for that Outlook?

We use Outlook Express for e-mail. Don't know if she tried to set up e-mail
in Outlook. Can not access e-mail in Outlook - the "options" key under
"Tools" is grayed out and not available. Are there instructions to manually
remove Outlook from the registry? Maybe then I could reinstall without the
previous settings.

You can download and run Office Cleaner for Office 2000 from the MIcrosoft
Downloads page. This (after uninstalling Office) should clean up the stray
registry entries. Then, when you reinstall Office Outlook, select the No
EMail Option.
