outlook 2000 fails after XP upgrade from ME

I upgraded my Dell PC 2 months after receiving ME to XP.
Since then I have had one prob or another with Outlook.
Now all of a sudden it wants to force me to reinstall
it. Unfortunately it won't install from the original cd
and claims different errors at different attempts to
install. It also goes into a loop trying to install.
After cancelling it keeps coming back. You have to go to
task manager to finally get it to stop. Any ideas?
 
I had the exact same problem when I upgraded to XP. Has anyone figure
this out?

Would installing Microsoft Office Small Business Edition 2003 as a
upgrade take care of this problem?
