Outlook 2000 does not receive pictures in emails

After reinstallation pictures in emails appear only as red crosses in squares.
How can I restore pictures and symbols?

It's a security setting: either left click on the X and change the settings
there or go to options/security/change auto settings

What's the 'X' and where is it?
There is no such tag as 'change auto settings'. Only 'Secure e-mail',
'Secure content' and 'DigitalID's' are there.
