Outlook 2000 Delay Send Email Problem

Whenever we setup Delayed Send on an email for Outlook
2000, it will automatically send the email regardless of
how long you told it to delay.

Any ideas.

We are running 2K, SP4 Operating Systems with Office 2K,
SP3.
