Outlook 2000 Address Book

I just installed Outlook 2000 on my new Windows Vista system. I cannot do
anything with my contact list generated on my old XP system & saved as a .pst
file.

I can't even send any emails, even when I manually type in the address.

All I keep getting are error messages stating that it was unable to find the
WABDLL.

Outlook 2000 is not fully compatible with Vista. That said, you should be
able to get it work if you change the mode from Internet Mail Only to
Corporate/Workgroup. It won't use the WAB then.
 
That seemed to resolve the address book issue. Now it won't let me send an
email. It rejects them as undeliverable, saying
No transport provider was available for delivery to this
recipient.

Do you have the Internet Mail service installed?
 
I don't have a "Services" option under tools.

Then either you're not using Outlook 2000 or you did not change to
Corporate/Workgroup mode. Do you see Tools>Accounts?
