Outlook 03 strips form actions?

Have a users on 03 that never gets the form action
stripped from her messages. <form action ...> etc....it's
missing from the code and the display. However, i receive
the same message and have no problems.
 
are you also on 2003? If so, do you have the sending domain in your trusted
zone?

I'm on 2002....and the message in question is being sent
from a unix server
