Outline fonts

Is there a font or program that will allow you to use and change line color
as well as inside color of outline fonts with PowerPoint 2003. This will
work with Wordart, but I need something more flexible.
 
You could use an illustration program like Illustrator, Freehand, CorelDRAW
or Xara - even Microsoft PhotoDraw (now discontinued) should work.

Alternatively, create the text you want and superimpose duplicated text
that's one size smaller over it. Sometimes, this might not work.
