Outgoing Mail Does not Work

Mail will not send, recieves just fine.
Steve's cmd under administrator had no effect .
No error messages, My dialup ISP re-configured E-Mail settings and it all
checks out. My other pc's are fine, IMHO it's the "New Windows Mail" .
PLEASE suggest a Vista compatible E-Mail Program, until Microsoft is
finished developing this software that their own "Tech" folks have No Known
Protocol, to be considered helpful. Used a lot of minutes ,with HP and Ya'll.

After many tries I was successfull with the following: in Windows Mail go to
Extra - Accounts - Properties - Tab: Servers - bottom of page: click
Verification of server - than click the little square with Adjust (? I only
know the dutch word) - choose option 2 and fill in your user's name and
password - close - go to tab: Advanced - in the middle of the page you see
time outs of the server - put this on the highest (to the right) - close.
These two small actions solved my (same) problem, for which even my provider
had no solution at all. Hope it works also with you. Would like to hear.

This is usually caused by an anti-spam program or an anti-virus set to scan
email.

Turn off email scanning in your anti-virus. It provides no added
protection. After doing so it may be necessary to reset the server names in
OE.

Email scanning slows down Sending and Receiving, sometimes enough that OE
times out. Since some of the received messages have large (often virus)
attachments, which exasperates the problem.
Some Comcast users have found it necessary to totally uninstall Norton and
switch to the free AVG with mail scanning off. Norton invented email
scanning and here's what they say:

So Symantec used to say this often and clearly. The newer stuff doesn't
have the statement included as it was considered an embarrassment. If you
know anyone who programs for Norton try to get them to talk about it.
 
Considering that millions of people are using Windows Mail
successfully, your issue is likely to be caused by some
erroneous email account setting. Until you find it, you
might try using Thunderbird as your email client program.

It also seems that the PC manufacturers are sending out PCs with Vista and
antivirus software installed with it set to corrupt Windows Mail
functionality.

I agree. Can anybody out there provide me with the name of an ISP in the UK
who can provide an email service that will wok with Vista Premium. When I try
to send an email a window appears that asks me to dial.
Having moved from a perfectly good system with an earlier version of
Windows, to a brand new Acer Aspire 5630 that is made effectively useless as
far as my main use is cocerned because of Vista. Am paying for an email
service, but have had to sgn up for a web mail HELP HELP
 
If Vista won't send mail, try this.

Also make sure you don't have antivirus software set to scan email. See
www.oehelp.com/OETips.aspx#3 If you do, then turn it off and then remove
the mail account close and reopen WinMail and then add it back again. See
if that fixes it.

I had the same problem using PC-cillin. My messages stayed in my outbox, but
actually were being sent out everytime my windows mail looked for new
messages. I turned off my outgoing mail scan and it seems to be working ok
now. Some people were getting 14 copies of the same message from me. Still
waiting for a fix from pc-cillin. What lousey software and support.
 
All of the antivirus programs are like that. And what is worse, the
manufacturers stick the crappy products on their machines and push them out
to the users without any tests and now we get all the complaints here,
because the only thing these companies concerned themselves about was their
sales, and not the "quality" of their software.
