outbox email is crazy

finally have a secure connection and have added the email to windows mail.
it recieves but will not send. server info for cox or is it the service
directories all messed how do i know what their default is... have i fixed
that by entering the server codes for a secure address, Will winodws mail
accept my server or is it a http email? why isn't this working??
