Out Of Office only sends one message to the recipient

Hi All.

I am using Outlook 2003 and exchange.

When my out of office is turned on, if somebody sends me multiple messages,
the sender only gets one out of office reply instead of one for each message
received.

Can this be changed?

Correct. This is by design.
Can this be changed?

Not with the OOA. You can use a rule to respond instead, but then you run
the risk of infinite mail loops.
