out of office assistant

In outlook 2000, the out of office assistant does not show
in the tools menu, have verified that the add in manager
has been run and the Emsuix.ecf, also verified that the
regestry key is there and the proper value has been added,
does anyone else have advice on whats next?

The Out of Office Assistant is only available if you are connected to an
Exchange server. You can spoof the OOA using the Rules Wizard, but
Outlook must be kept running in order for the rule to work. Look here
