Out of office assistant not working when client outlook is closed

I have out of office setup and it is working fine for both internal and external replies

However when people switch it on and close their outlook client the rule no longer works

I am confused as everything I have seen points to the Out Of Office Assistant as being a SERVER side rule as it has no local dependancies

Can anyone help??
 
Outlook has to be open if there is no exchange server
being used -- Otherwise the rule will not work..
