Out of Office Assistant Missing

When I click on Help within Outlook and enter 'Out of Office' for the search
topic, this is what it says:
The Out of Office Assistant menu command isn't on the Tools menu.
This is an Exchange add-in feature that may have been disabled. You need to
enable the menu command.

1.. On the Tools menu, click Options.
2.. Click the Other tab, and then click Advanced Options.
3.. Click Add-In Manager. Select the option Exchange Extensions commands.
 
If you are in an Exchange environment (ask your administrator if you do
notknow) you can set the Out of the Office Assistant which is located under
Tools.

If you are not in an Exchange environment you can create a rule that replies
on all e-mails. The downside of this is that you'll have to have your
Outlook open all the time for the rules to process. Make sure you set some
exceptions (for instance based on the subject field so it will not reply on
subject with e.g. reply, failed, undeliverable, etc...) otherwhise you could
create endless mailloops between two mailservers and those can be a real
threat to the mailservers!

I tried to create a reply, but it only allows the option
to use a mail template and template is blank. How can I
fill in the template or change the template or make my own
template. *.oft is the extension.
 
Create a new message which will be your reply. Do not enter the address
fields but do enter the subject field. Save the message as an oft-file and
use it as the template for the rule.
