Outlook Express is a good but fragile program. It does
not like power outages! I live in South Florida, so they
happen to me all the time with thunderstorms.

Outlook express is PART of Internet Explorer 4.0 and
higher. You cannot get it seperately. What I do when mine
does this is simply re-downloaded Internet Explorer for
FREE, from Microsoft, re-install IE and let it over-write
the old, non-functioning Outlook Express program.

Then just reconfigure your e-mail accounts and go!

The solution is to spend $30-100 to buy a UPS so the power
doesn't fail.
