Windows Mail will accept incoming mail from a username which has a (_)
underscore in it and will move it to the Contacts list properly. I will not
however, allow a underscore in a outgoing mail address. It inserts space
where the underscore was and will not allow you the edit it back in.

Do you mean sending from or sending to an email address with an underscore?
I just tested this both ways, and it sent successfully both times.
Note that when composing an email, the addresses in the To line are always
underlined, so it may look like a space but really isn't.

Send to is the problem. Recieving works ok. The notice I get back from Mail
Admin. show the recieving email address as "xxxxx (e-mail address removed)". Sent as
(e-mail address removed). No trouble with my XP machine.

It sounds like something is messing with your outgoing mail
as it is being sent out.
Read and heed http://www.oehelp.com/OETips.aspx#3
If you have McAfee or Norton antivirus, uninstall it, reboot, and try
Windows Mail again. If it still doesn't work right, create a new email
account with the same settings as he old one, then delete the old account.
Restart Windows Mail and try it again.
After you get your email working, you will need to install
a non-intrusive antivirus program such as the free Avast.
Whichever new antivirus program you select, be sure to disable
its email scanning option.
