I should've known that, but I had a brain fart...

Hi Dan,

Thanks for posting here!

According to your description, I understand that you cannot open Outlook.
If I have misunderstood your meaning, please do let me know.

What is the Outlook version you have? Did you get some error messages when
launching it?

Moreover, I would like to suggest you try the following steps to see
whether we can work it out:

Step 1: Disable the Anti-Virus and firewall programs
--------------------------------------------------
Based on my experience, this kind of issue may be related to the Anti-Virus
and firewall programs. Therefore, please temporarily disable them and try
to start Outlook again.

Note: to temporarily disable the programs is only for our test and we
should enable them immediately after the test.

Fro Norton Antivirus Office -Plug in, please refer to the link:

Step 2: Run Outlook in Safe Mode
--------------------------------
Please test Outlook in the Safe Mode. The Safe Mode will disable all
add-ins or extensions that will not start, as well as all corrupted
resources, files, registries, or templates.

Note: Disable all of the anti-virus programs and the email monitors when
you perform the following steps.

Click Start-->Run, type "Outlook /Safe" (Quotation marks are not included
and there is a space between Outlook and /safe) and press Enter. Let me
know if you are able to start the Outlook Safe Mode.

If we cannot start Outlook in Safe Mode, please skip Step 3 and Step 4,
continue with Step 5.

Step 3: Disable Add-Ins in Outlook Safe Mode.
----------------------------------------------

1. Start Outlook in Safe Mode, click Tools -> Options, and then select the
Other tab.

2. Click the Advanced Options button, and then click Add-In Manager.

3. Check the first item, and then click OK (this step is very important).

4. Click Add-In Manager again, and then ensure Uncheck all the items, click
OK.

5. Click COM Add-Ins, and then remove Outlook Backup Add-In if it appears.

6. Click OK until the Options dialog box is closed, then exit Outlook, and
restart your computer.

7. Run Outlook in Normal Mode. What is the result?

If disabling Add-Ins in Outlook Safe Mode doesn't fix the problem, we can
use the steps below to rename Outlook's cache files.

Step 4: Locate and rename the Outlook cache files
(frmcache.dat,outcmd.dat,extend.dat) one by one.
--------------------------------------------------

1. Quit Outlook.

2. Click Start -> Search.

3. Click Tools -> Folder Options.

4. Select View tab, select Show hidden files and folders, uncheck Hide
extensions for known file types, and click OK.

5. Click All files and folders.

6. Type "frmcache.dat,outcmd.dat,extend.dat,views.dat" (without the
quotation marks) in the filename box, and then select Local Hard Drives.

7. Click More advanced options, check Search hidden files and folders, and
click Search.

8. After the search has finished, right click on the Frmcache.dat file in
the result list, and then select Rename.

9. Type "Frmcache.old" (without the quotation marks) in the filename box.

NOTE: We may find multiple files for each name. Please rename them all.

10. For the views.dat, outcmd.dat and extend.dat files, repeat step 7 and 8
(according to the filename).

11. Restart Outlook.

Does Outlook function normally now?

If the problem persists, please continue with Step 5.

Step 5: Create a new Outlook profile.
-------------------------------------

1. Quit Outlook, and then go to Control Panel.

2. Double click on Mail.

3. In the Mail Setup dialog box, click the Show Profiles button.

4. On the General tab, click to select the "Prompt for a profile to be
used" check box.

5. Click Add.

6. In the Profile Name box, type a descriptive name for the new profile,
and then click OK.

7. In the E-mail Accounts dialog box, click "Add a new e-mail account", and
then click Next.

8. Select the appropriate server type for your new e-mail account, and then
click Next.

9. Fill in the appropriate information as prompted, and then click Next and
Finish as needed.

10. Click OK, and then start Outlook with the new profile.

NOTE: We won't see the old data in the new profile because Outlook uses a
new data file (.pst) in the new profile.

Note: this article is also adapted for Outlook 2003.

Step 6. Disable Word as email editor.
-------------------------------------

1. Start Outlook in Safe Mode, click Tools -> Options-- >Mail Format
2. UNCHECK the option "Use Microsoft Office Word 2003 to edit email
messages"
3. Restart Outlook

We look forward to your reply. Have a nice day!

Sincerely,
