Other users deleting shortcuts for all users

When placing a shortcut at C:\Documents and Settings\All Users\Desktop
for all of our users, any person can log in with their account and
delete the shortcut if they don't like clutter. Unfortunately, they
delete the shortcut for all of users at the same time.

Is there a way to force the shortcut to stay for all users? In the
security portion, I change it to "Read" and "Read/Execute" but they
still can delete it for all users.
 
Maybe change the permissions on the actual folder and child objects
(instead of the shortcuts)?

Change it so that "Everyone" and "Users" only have "Read" access to the
"C:\Documents and Settings\All Users\Desktop" folder - assuming that these
users are *NOT* local admins.

Simply see to it that your users do not have administrative privileges
to the workstation, and they will not be able to delete anything from
the All Users profile.

This is working as designed - maybe not as desired...

I am an All User, so this folder belongs to all of us!

Deny modify permission (at least) on the folder to prevent deletions.
