We don't have too much to go on from your post, but here are a few
things to check:
1. Start by making sure the computer is virus/malware-free since this
issue is normally caused by malware.

2. If the computer comes back clean, then there are changes you can make
in the Registry. Warning: You need to be very careful while working in
the Registry because making an error there can render your Windows
unbootable.
Start>Run>regedit [enter]
Navigate to each key listed below and check the settings.

ProxyEnable set to 0

shame in admitting this isn't your cup of tea - take the machine to a
professional computer repair shop (not your local version of
BigStoreUSA). Please be aware that not all local shops are skilled at
removing malware and even if they are, your computer may be so infested
that Windows will need to be clean-installed. Have all your data backed
up before you take the machine into a shop.
