OT: software question

Are there any free/shareware programs like net nanny out there anywhere?
I tried google but didn't really come up with anything good. I just
want something basic to stick on a 13 year olds laptop.... he's only
allowed to get online a couple of times a month for school.
 
IE > tools > options > content > content advisor.

not sure how well that works, never used it, but it is free and password
controlled for obvious reasons
