We are considering updating a newsletter we send to about 7,000 people to
HTML format to improve the "look" and to add some links and such.

My concern is that some users will not be able to see the enhanced format.

Does anyone have an idea of what percentage of users can/cannot view a HTML
format email.

Don't really know the answer to your question ... However, most people
don't know or understand the security implications of opening HTML
email, clicking on links on HTML email (as you are planning to do!) and
if they did they wouldn't use it.

Suggest you make your newsletter both "normal" email, and HMTL and let
your subscribers choose which one they want to get from you. Have
user's opt-in to one or the other ... you chose if default is HTML or
Text.
