I'm coming here because I don't know the most appropriate group to
post to. If you know a more appropriate group to ask this question,
just point the way.

I'm looking for a good newsfeed that allows me to only pay for the
content I download, i.e., I don't want to pay a flat monthly fee.

Newsfeed as in "raw news"?
 
Have a look at http://news.cis.dfn.de/

Only you can't pay and it is not a news feed, but a news server. You
would need to register on above URL.

Service is excellent and fully recommendable,

I agree with Olaf totally. Register and be patient. It may take a few
days to get your email confirmation, but it well worth the wait. Good
