If you listen close, he said the throttle stuck while he was laying on
the sidewalk..

What I noticed happen, was that he traversed beyond the bleach, and the
tire bit, thrusting him back on the seat, which caused HIM to not be able
to let go of the tweaked throttle. It was all his fault for not staying
in the bleach puddle.

It was a bad move all around, and he likely in no way had an approval
to pull such a stunt on a public sidewalk in front of a building, no
matter how wide it was. That rubber shit is hard to remove.

He likely got cited for it, and the crash, and had to pay for the
EMT-team too.
