OT: can visit some web sites

I apologize for the off-topic post but I don't know where else to ask.

A few months ago I realized I could no longer reach Tom's Hardware. After
a few days I realized that it was because of a pop up stopper I had
installed. I uninstalled the utility and everything went back to normal.

I realized a few days ago that again, I can no longer access Tom's
Hardware, http://www.tomshardware.com/, and as of yesterday I can no
longer access HardOCP, http://www.hardocp.com/.

I use both Internet Explorer and Firefox and neither can access those
sites. There must be some utility running or a security setting but I
can't seem to isolate it. Any ideas?
