Oscilloscopes and Frequencies

I need a program that will allow me to accurately ( to decimal places)
see the frequency of a pitch in Hertz. For the most part Tuners do not
do this, they operate in Cents. Can anybody help. Thanks.

This is a little stereo oscilloscope that displays the waveform of
whatever source your soundcard is set to (CD player, microphone, etc.).
