OS stays in a reboot cycle

After installing service pack 4 on Windows 2000 my machine
constantly reboots. I installed the service pack, it
finished installing, and then I selected yes to reboot.
After the os reboots, the opening Windows screen appears
and then it will reboot again. It stays in this cycle and
never starts up. Has anyone seen this problem before.
Any help you can give me will be appreciated.

Would it be better to choose F8 on startup and select last
known good configuration? I've heard of a similar problem
when users do not disable their antivirus and other
services before applying service packs. Just a thought if
you can't boot into safe mode as Fabio suggested.
