OS outlook 2003. How can a second contacts list be created?

How can I set up an additional contacts list? I want to sync my private phone
on one and sync my work phone on the other.

I don't think that's possible - you need to consult your phone manual to see
whether it will sync to a non-default contacts list....most of them in my
experience will sync to either everything, or just the default list.

File>New>Folder will allow you to create another contacts folder. Whether
or not your sync software will use it, however, is a question for the vendor
of that software.
