I find myself wanting to group by categories but I don't always want to send
to all within that category. I want to group them within one area of my
business and be able to select which recipients gets that message. I.E.
Prepaid legal contacts/ downline. Thank you for your time. If you would
please send a CC: (e-mail address removed)

Umm...you can do this already, it's just not very obvious. I just did
precisely what you wish Microsoft would implement :-)

Select a contact folder of your choice - be it Contacts, Business Contacts -
it's doesn't truly matter.
View -> Arrange By -> Category view.
Select the desired contacts.
Note: use the keyboard shortcut modifiers such as shift and ctrl keys to
make disjointed selections
Then look at your toolbar next to the red flag icon and you'll see an
envelope icon. Alternatively, click on Actions -> Send New Message to
Contact
If you click it, it will put the e-mail addresses of all relevant contacts
in a new e-mail message in the TO: header.

This must sound really confusing, so I'll post a video of this on my site.
:-)

Oh, and to make it more confusing - you can create custom views with only
your chosen categories, which makes it easier to select your desired
contacts. You can also assign additional multiple categories to your
contacts en-masse and then simply use a filtered view.

Yet another way would be to run a mail merge on a subset of contacts. And
still one more variation is to cut the list of those addresses in the TO:
header once you get them in the new message and to paste it in the BCC
field.

But to answer your question - the capability you seek already exists in
Outlook 2003. Moreover, this is a wrong newsgroup as it is focused on BCM
and this is a general Outlook feature.
