organizational forms library

We are migrating from Exchange 5.5 to Exchange 2000 and I am needing to take all of my custom forms from one server to the other. I was going to save all of them as local .oft files and then repost to the new server to the organizational forms library. For some reason, when i try and do that it tells me "An error occurred while going to this folder

Any ideas why it would do this?

No. But have you considered creating a local .pst file, using the
forms manager to move them into that pst, then copying that pst to a
client of the new server, and using the manager to move them back to
the Exchange forms library?
