Organizational Chart

Does anyone know the best way to create an Organizational Chart in FrontPage
2003?
I have tried cutting and pasting one from PowerPoint and Word, but nothing
seems to transfer equally (i.e., the pasted chart looks significantly
different than the copied version).

Sadly, the best solution in most cases is one big GIF file.

Fortunately, if the file contains only black and white pixels, it should
compress pretty well.
