I've created a new organisational unit, but it doesn't appear in the list of
users when I try to add the group through the security tab on home
directories.

You may not like this answer <grin>: OUs are not users.

(Neither are they groups nor any type of "security principal".)

OUs are containers for users, computers, and groups (etc.).

OUs are used mainly to "delegate control" (over those other
objects it contains) OR to "link group policy".

If you wish to assign security to a group of users then use a
Security Group.

There is no direct relationship between an OU and Security
Group (except maybe the group is in the OU which still is
not a particularly special relationship other than the mere
containment.)

Do you mean the OU is not yet visible in the location box (1) or yuo
cannot assign permissions to the OU (2)?

If (1): maybe you are connecting to a DC that does not yet of the
existance of the OU

If (2): an AD OU cannot be assigned permissions as it is possible to
assign permissions to containers in Novell NDS
