Ordinal 11 could not be located

I found someone had asked this question. But I did not get the answer.
I use Win 2000 Service Pack 4 now. Each time when I want to use the
ULEAD 7.0, I will get an error of: "Ordinal 11 could not be located in
the dynamic link library dsound.dll" When I useed the Serivce Pack 3,
I could still use the Ulead. I don't exactly know what happened. Can
someone help me with this? Thanks

I am still using Service Pack 3 and I have dsound.dll version
5.1.2600.881. In this version, Ordinal 11 is the function
"DirectSoundCreate8()". Guessing, I'd say that it may have something to
do with DirectX. Perhaps re-installing or upgrading to the latest
DirectX will help?
