Order Processing sequence of rules

I want to control the order in which my rules should be executed in
Outlook 2003. I quickly checked and see that there should be arrow
buttons in the rules and alerts dialog panel to effect this - a standard
Microsoft feature.

HOWEVER ... my rules and alerts dialog window does not show these
buttons. In other words, rules are applied in the order shown .. but
there is no visible option to change this order !! Can someone help me
here please ?
