options grayed out

I have frontpage 2003 sp2 allong with office 2003. Here's an example i make a
cell and right click in it to set the back as a image but can't because it's
grayed out.

I have been using this version of frontpage since it came out and i don't
what's causing it. I have tried un-installing it and re-installing it and got
the same results, what i do to fix this?
