Optimize???

If I recall aright 98 used to have a clever little component that made
applications more accessible on the disk (or whatever) so they loaded
quicker. Since the new graphics card arrived my xp pro takes about 8 mins
to boot and a further 6 mins for Outlook Express to appear.
Any advice gratefully received

I can't see how changing a graphics card would increase boot times that
much. Have you scanned your PC for spyware, etc?
Try using BootVis to see just what is taking so long:
