Optimize photos for web

I have made a website for a friend and it is a few pages with a
pictorial timeline of her life.
Anyone care to recommend a program to get the smallest files sizes
without sacrificing (too much - if at all possible) quality.
Some of the larger pics are 46KB (500 pixel is the longest length of the
photo) and I am figuring that is just too big.

IrfanView does well for me.
