I used the Tools>Optimize HTML from the pulldown menu and now the Design
pages have no background though the preview pages and the site itself looks
OK. How can I get my preview back to its appearance.

XP, FP 2003 or 6.0

Do not use the Optimize HTML..it actually strips out the necessary code.
Rebuild the pages in question.

Surely an "HTML optimizer" in Frontpage is an oxymoron

Use it with extreme care.
The only optimisation that has zero side effects is removal of leading
whitespace - and don't forget that the online website is a backup for your
local copy, so don't remove anything in the name of optimisation that you
may need to be able to edit the pages later.
