Optical Wheel Mouse not working

ok, i by accdent did a base system restore(thought it was
a full system restore) and i believe there is no way to
reverse this unless someone tells me any way back to my
story the mouse is not working now! i can't figure it out,
i have rooboted many times and it will not reinstall nor
start working its a usb mouse, and its an Optical Wheel

You could try removing the mouse driver in Device Manager, rebooting &
have it redetected, run sfc scannow from a command window in case a
system file is damaged (you'll need a proper XP disc) or doing an
inplace reinstall over itself. Could your bios settings been changed -
the USB ones in particular?

I don't like running stuff off the USB bus when there are alternatives
such as fitting PS/2 converters to mouse & keyboard, the IRQ issues
aren't a problem for most by doing so. What's a base system restore as
opposed to a system restore, can you not use restore again?

The last statement is not true if the mainboard supports legacy USB.
I run an optical USB mouse with an old P2 LX board.
