Even with the computer turned off on this one PC I have the optical mouse
LED is still on.
On all the other PC's I have or seen, when Windows shuts down and the PC is
off the mouse LED is also off.
Any suggestions as to why the mouse LED remains on?

Either the nature of the BIOS/Motherboard in that PC or a setting. Had the
same here. Uses nearly no power, so unless you cannot live with it consider
simply ignoring the light. If PC power is totally off, so the light should be.

Alternatively, you could swap out the mouse for one that doesn't have a
light.^ I use the MS Explorer 2.0 wireless. Great general pupose mouse.

The PC power is totally off, power cord is still plugged in. Must remove the
power cord for the LED to go out.

This is normal. The 5 volt standby power is always on unless the
power supply rear switch is off, if there is one, or the power cord
is unplugged. If you check the back of your computer you will
notice that the LAN connection LED is also on.

This is so that user selected actions can wake, or power up the computer.
