Operations Master and Schema Master both read Error - Offline

I just took over as the Administrator of an existing Domain, that has two domain controllers (9 & 11). When ever I try to add a new user I get the following error "Windows cannot validate the uniqueness of this proposed username with a global catalog server because: The server is not operational." So I started digging AD. The roles of RID, PDC emulator, and infrastructure master are all running on server 9, the Operations Master and Schema Master both read Error. So I tried using the NTDSUTIL utility and using the command "list roles for connected server" from article microsoft article 234790. Both servers returned the following

What the heck is server3? Server3 does not exit on my network, I am assuming that at one time this server was a domian controller on the network. So my question is, where do I go from here? Do I have to sieze these roles over to one of the other servers? I am also getting alot of errors in event viewer that read "The master brower has received an server announcement from the computer server9 that beleives that it is the master browser and election is being forced.

Any help on this would be greatly appreciated.
 
If you have no clue as to if server 3 still exist your only chioce will be
to seize the role using ntdsutil from the command line.
 
You need to Seize the roles, then delete all traces of Server3 in your AD.

first, it is funny that 9 & 11 are of concern - get it
911!
second, make sure that the servers are being registered
correctly in DNS ( & check dns settings). then from server
11 after a reboot, use the REPLMON util from the support
tools to verfiy who are the role holders. it does not seem
that your GC is operational or can not be contacted ( that
is why I want you to check DNS). In DNS it will list all
your GC's, make sure they are all online and server3 was
not your GC, which has since been deleted. if this is the
case were the server has been delelted, make another DC
and GC through sites and services admin tool.
