operation has been cancelled

I am getting a message that this operation has been
cancelled due to restrictions on this computer when I
attempt to download software from the internet. I am
logged on as administrator when this is happening. every
computer on the network is affected. I cannot find the
setting or policy that is causing this
 
I would look at your security settings. There are different settings that
set that. One easy way to check is to go to IE, go to Tools to Internet
Options To Security to Internet. See what you level you are at. You can
hit custom level and change download from internet to enabled. You can also
set all the IE security policies via group policy.
 
I am still trying to find which security settings might
have been affected. when I look at the system policies it
is hard to figure out which ones might be causiing the
problem. It happened after I downloaded several windows
2000 updates. internet explorer seems to have downloads
enabled.
