Operating System not found

A Windows ME machine is saying Operating System not found and even when set to boot from CDrom with the ME disk in it still comes up the same.
In the BIOS the primary master says none and there is also no option to boot from floppy. I've tried setting the primary master to Auto with no result and even tried a different (known good) HDD - still the same. Anyone got any ideas?
 
Although the CD is spinning the screen still says operating system not found with the HDD disconnected.
 
Thanks all for your help - turns out the HDD is dead and the one I substituted for a test was the 2nd HDD from a 2 HDD machine and didn't have the MBR so it wouldn't boot!!!!! DOHHHHH.
