How do I oparete the camera in my hp ipaq rx 3700 with C# code?
can I take pictures and video ?

will allow you to download the API to access your cam on the iPaq. You might
need an access code though.

As Jeremy indicated you need to be signed in to the iPaq developer program
to access the SDK - the homepage is here:-
http://www.ipaqdeveloper.com/
Basic membership which just gives access to the website is free, you should
be able to download the SDK with this level of membership.

In order to get access to the SDK you need to join the developer progrem
its 199$.
As I understand the Basic membership isn't good enough.
Do you know where I can get this SDK for free?

Unfortunately since the SDK is device specific the only place you can get it
is through HP.
