I have a Word document that is part of my website and
would like users to be able to view it in a separate
window and be able to download it as a word document.
How do I set up FrontPage and/or Word to ensure that this
happens?

Import the document, then create a link to it, set the frame target value to _blank (New Window)

Create a hyperlink to the document.

Set the "target" to open a new window in the Hyperlink dialogue box.

It will open the document within the web browser window in Word (providing
the user has Word), else it will prompt with the download dialogue.

By default left clicking the link will open the document in the default
application (i.e. Word). If the user has Word, but wants to download the
file, rather than view it, then provide a Zipped folder with the document -
this way the user will be prompted for downloading the zip file, from which
the Word file can be extracted on the user's machine and viewed at leisure.

Use Winzip or similar - Win98 and later has the "zipped folders" feature as
part of the operating system.
