A .doc file should be a WORD file. When you say
"application downloaded from state website" what function
does that file perform? If it requires WORD and you don't
have WORD it won't work. WORKS can convert a WORD document
to be seen in WORKS but it does not have all the functions.
Windows XP (Home or Professional) is an Operating System and
neither OFFICE< WORKS or there modules come with Windows.
The least expensive way to get WORD is to buy WORKS SUITE,
($70-100) retail. If you need or want the OFFICE
applications too, Excel and such, see OFFICE Student/Teacher
Edition ((about$120-150) at many office stores and even
Wal-Mart.
You might check the state's website for their webmaster or
help section for your problem.
