Opening windows fully maximised

Hi: Each time I open a program or new window it opens in reduced size and I have to click to expand it. Is there a way I can tell the OS to open the progams/windows fully expanded? Help!!!
 
Just Grab the window with your mouse pointer at the right hand bottom corner
and stretch the window till it fills the screen........... next time you
open that window it will be the size you set it to
