opening up url links in outlook or outlook express

I am having a problem opening up url links that i receive in emails in both
outlook and outlook express.....i think the problem started when i received a
liveupdate from norton internet security. i have since uninstalled all
norton software but i still have this problem....i also open up new windows
from my bottom toolbar...i.e webshots.
can anyone help this poor novice?

You mention the version of Windows you are using, but, try the following and
see if it helps;

OE>Tools>Options>Security Tab. Uncheck: "Do not allow
attachments........."

If clicking a hyperlink in Outlook Express appears to do nothing at all,
there are likely one or more registered file associations that are
configured incorrectly. To repair the associations:

1. Open My Computer and click Folder Options on the Tools menu.
2. Click the File Types tab.
3. Select URL:Hypertext Transfer Protocol in the list of registered file
types.
4. Click the Advanced button (Windows XP), or the Edit button (other
versions).
5. the list of Actions, select open and then click the Edit button.
6. The Application used to perform action box should contain this, including
quotation marks:
"C:\Program Files\Internet Explorer\iexplore.exe" -nohome
If instead it contains a short name version of that path, or an incorrect
path, change it to the above.
7. Click OK, click OK.
8. Repeat steps 3-7 for the file type URL:Hypertext Transfer Protocol with
Privacy.
9. Click OK to close the Folder Options window.

Be sure that IE is the default browser.
Open Control Panel> Internet Options> Programs.
Check the "Internet Explorer should check to see whether it is the default
browser" check box.
Click OK.
Start IE and when you are prompted to make it the default browser, click
Yes.

Or....

Go to Start>Run and type in
regsvr32 urlmon.dll
Then click ok
Then open Internet Explorer and go to
Tools>Internet Options>Programs and
click on 'Reset Web Settings.'
Try the hyperlinks again

3. Installing the latest Cumulative Patch for IE may solve the problem as a
side-effect. Check in at Windows Update.

You may have shot yourself in the foot by doing that. (Uninstalling NIS
doesn't restore the Registry to its pre-install state.) What version of
NIS?
